We agree with Peabody's assessment of field conditions
described by cross-section F-F! However, two other concerns arose from the
review. One involved the fact that, in general , actual postmining topography
is more diverse than approved postmining topography. The Division does not
believe that this is a problem as long as final slopes remain less steep than
what the permit requires. In fact, more diverse final slopes may encourage
more diverse plant communities in the final reclaimed areas and thus may
actually contribute to a reclaimed area which better meets the approved
postmining land use. The second concern which arose involved the apparent
excess material exhibited by cross-sections C-C' and D-D'. These cross-sections
fall within the 'dog-leg' area of the Wolf Creek Pit. Therefore, Division
personnel suspect that the apparent excess material is a build up of swelled
overburden material which is a result of overburden casting from both the
upper and lower parts of the pit. We would like Peabody to explain this
apparent excess overburden and submit a revision to change the approved
postmining topography map if this phenomenon will occur in the future as the
Wolf Creek Pit progresses.
If you have any questions please contact me.
Sincerely, n
Carl B. fount
Reclamation Specialist
CBM/yjb
3116F
