• - 29 - • <br />and the surplus or deficit computed in the cumulative <br />budget. <br />4.6 In the event that the cumulative budget <br />fOr a particular Governmental Entity indicates a larger <br />surplus or a smaller deficit than the adjusted baseline <br />budget, or in the event that the cumulative budget for <br />a particular Governmental Entity indicates a surplus <br />while the adjusted baseline budget indicated a deficit, <br />the difference between the surplus or deficit in the <br />adjusted baseline budget and the surplus or deficit in <br />the cumulative budget shall be treated as a credit to <br />Western-Utah which shall be applied against its opera- <br />tion and maintenance obligations, as computed pursuant <br />to paragraph A.5 of this Agreement, in subsequent years. <br />4.7 Each year, beginning in .the fall of 1982, <br />each Governmental Entity shall determine, by comparing, <br />its actual experience during that year with the pro- <br />jections made the preceding fall, whether, in the event <br />that Western-Utah shall have made a payment pursuant to <br />paragraph 9.5 of this Agreement or shall have received a <br />credit against its future obligations pursuant to para- <br />graph 4.6 of this Agreement, the payment made or credit <br />given shall have been, in light of the actual experience <br />during the year, excessive or insufficient. If it is <br />determined that the payment made or credit given shall <br />have been excessive or insufficient, an appropriate <br />adjustment shall be made in computing the anticipated <br />obligation or credit for the following year. <br />4.8 It is agreed that in compiling the cumulative <br />operation and maintenance budget for each year, and in <br />making appropriate adjustments thereto, the Governmental <br />4' 'J <br />
