The Parties This Socioeconomic Impact Mitigation Agreement is entered as of June _, 1981, by and between Western Fuels- Utah, Inc., a Wyoming corporation; Rio Blanco County, Colorado; the Town of Rangely, Colorado; the Rio Blanco County School District RE-4; the Rangely District Hospi- tal; the Western Rio Blanco County Metropolitan Recrea- tion and Park District; the Rangely Sanitation District; the Rangely Rural Fire Protection District; the Rangely Regional Library; and the Colorado Northwest Community College. A. Western Fuels Association, Inc. ("Western Fuels"), _, is a not-for-profit, member-owned fuels cooperative organ- ized under the laws of the State of Wyoming for the purpose of obtaining fuels for member use in the generation df electric energy. B. Deseret Generation and Transmission Cooperative, Inc. ("Deseret"), is a not-for-profit, member-owned elec- tric generation and transmission cooperative organized under the laws of the State of Utah. Deseret is a Class B member of Western Fuels. Deseret proposes to construct a coal- fired steam generating plant near Bonanza, Utah, to be known as the Bonanza Station ("the Power Plant"), and has applied for various permits, licenses, rights-of-way and e, .~... ~ .,., . authorizations im ~connect~on therewith. Certain of these permits, licenses, rights-of-way, and authorizations would permit construction and operation of one unit of a planned two 400 MW units (Units 1 and 2).
