A <br />.3 <br />Mike Long <br />- 3 - October 7, 1986 <br />5. Ponds. The ponds were reevaluated as to their design by Mr. Lewicki in <br />1984 and a technical revision was approved which resulted in a better <br />system design and individual pond designs. The ponds have not posed a <br />problem in general and are usually not discharging or dry. Some ponds <br />have exhibited minor cracking at the outside edge of the top of the <br />embankments. These should be observed regularly but have not yet <br />reached the point of major concern. <br />The sediment clean-out markers on all the ponds should be remarked as <br />they are difficult to find and read. This suggestion should be passed <br />on to the operator as a maintenance item. <br />6. Roads. With the exception of the Pit 4/5 haul road, the roads on site <br />are approved as permanent structures. Road drainage has not been a <br />problem but should be inspected as some concentrated drainage outlets <br />onto road embankments. <br />7. Loadouts. The berms at the Trinidad and Ludlow loadouts should be <br />maintained. A culvert under the railroad tracks at Ludlow is the <br />railroad's responsibility for maintenance. <br />8. Exploration. On September 30, 1986, an inspection of exploration by <br />TBM was conducted which identified two open drill holes and two <br />exploration pits (see inspection report). The reclamation of these <br />sites is an activity still outstanding. The inspection of TBM <br />exploration in Walsenburg will be completed by the Savage team. <br />John Wiggins proposed on October 6, 1986 a less-than-two-acre mine <br />within the TBM permit area (south of Pond 22-P4). I recommended he not <br />mine here and he said he would consider another site in Section 34 <br />(south of TBM). You may want to track this situation as it relates to <br />the TBM permit. <br />9. Bond Release. As the Phase I process has been completed, the next <br />major permitting activity will be Phase II bond release in about 10 <br />years. The diversion ditches will eventually need to be reclaimed. In <br />particular, ditch 22-D5 and 22-D6 are prominent visual features which <br />require backfilling. At present they serve to protect the reclaimed <br />hillslope areas from erosion. Backfilling of the ditches as approved <br />in the plan was not required at Phase I, but a determination as to the <br />extent and timing of this activity will need to be made prior to Phase <br />II bond release. <br />Hopefully, this description of the status of the TBM Mine will assist in the <br />transfer of this mine to your team.
