The PRLA have in the past been referenced as the Tresner PRLAs, Ii is our unclerstandiny that the BLhi (Colorado State office) is currently ~:~orking on the preparation of an environmental assessment which caill be utilized in the BLbl's procedure for lease issuance. In connection with BLM's current caork on an environmental assessment, I am advised that the BLbi has requested OSM to have a representative at a joint field visit and meeting at the Fruita mine on this Friday, February 22nd. It is my understanding that OSM has advised the BLM that it plans to have a representative at this field visit. If. OSM does not currently have a copy of the Fruita :ni.^.e permit application which was approved by the CMLR, I trust you will contact Ct4LR (Fred Banta) to review one of their copies. If you wish, you or ttre OSM representative at this field visit could contact Jim Dunn at DCC (phone: 245-6370) to obtain a copy for your review. Following this joint BLD1 - OSM field visit on the 22nd cae would like to schedule a further BLM - OSbl meeting along with CD1LR and DCC representatives to discuss and refine the data requirements outlined above in the first paragraph. The objective of this meeting is to coordinate the data requirements for these agencies' respective actions so as to avoid duplication of effort. DCC does plan to submit a new mine plan for the pending PRLA and a mining and reclamation permit to OSM and an amendment to Ch1Llt for the e>:fisting mining and reclamation permit prior. to an anticipated lease issuance by the BLM.
