On March 18, 1992 I entered
the applicant/violator system attempting to view the permit
application record for Seneca II-W. I received a message stating
"permit maintenance not allowed for non current applications." i
phoned the AVS office that afternoon and spoke with Ann Singleton.
Ann was also unable to access the build permit record screen. We
discovered that a permit record was not built for the permit
renewal nor the permit revision. On March 19, I again attempted to
enter the build permit record screen. This time I was able to get
into the build permit record screen, but the prompt would only move
on the bond status and bond status date line. Again I was unable
to build the permit record.
Ann stated that the application and permit records may have to be
deleated and rebuilt to correct this problem. She believes that
the information in AVS is "bogged" and needs to be reentered into
AVS. I do not have the authorization to delete permit application
records. According to Ann this may be the only way to solve the
problem.
I researched the Seneca II-W files to determine the actual dates
for the permit renewal and the permit revision. The information is
as follows:
C-82-057 Peabody Seneca II-W Permit Renewal
Decision Date: January 1, 1991
Permit Expiration Date: December 31, 1995
Current Bond: $4,000,000.00
MSHA ID: 0504184
