i <br />Memo to PC PC <br />Re: SUP No. 596 <br />August 20, 1987 <br />Page Fight <br />RECLAMATION MASTER PLAN <br />Staff is in the process of developing a mined land reclamation <br />master plan for sand and gravel pits in Pueblo County. The first <br />step in the process (mapping existing gravel pits) has been <br />completed in draft form. A forthcoming step will involve <br />building an overlay of mapped gravel deposits remaining in the <br />County. Those first two steps will define the actual and <br />potential impact areas. From that foundation, staff will then <br />look at approved and potential reclamatlon plans, to better <br />assess the post-reclamation land uses. <br />It is not the County's intent to duplicate or conflict with the <br />efforts of the MLRB. They are the permitting agency with the <br />authority and resources to best evaluate individual reclamatlon <br />plans, procedures, and implementation. Rather, it is staff's <br />intent to become aware of the overall direction and composite end <br />product of mined land reclamation in Pueblo County, with the goal <br />of providing an overview of reclamation plans, perhaps offering <br />planning alternatives that will result in a better end product. <br />The timing of such an effort may be of particular importance now, <br />in light of the location and magnitude of Valco's <br />extraction/reclamation activities to be conducted under SUP No. <br />596. <br />COMMENTS <br />Staff conducted an on-site inspection August 10, 1987 and <br />observed the following: <br />1. Access to the East Pueblo Batch Plant via U.S. Highway <br />50 East was blocked by a cable across the road. The <br />access point was posted "No Tresspassing." <br />2. No signs of activity were noted at the batch plant, from <br />staffs U.S. Highway 50 East vantage point. <br />3. Staff drove the full length of the Special Use Permit <br />property, viewing it From Highway 50 East, Baxter Road, <br />36th Lane and other northern vantage points, noting no <br />signs of activity and no signs of gravel mining since <br />the August 1986 review. <br />To date, none of the conditions imposed by the Pueblo County <br />Planning Commission on September 4, 1986 have been satisfied, nor <br />(with the exception of Condition 1) have they been violated. The <br />applicant is in the process of satisfying each of the conditions. <br />To staff's knowledge, the issue of a well permit and plan for <br />augmentation remains unresolved. That issue is for the <br />applicant, the State Engineer and perhaps the courts to decide, <br />with the County being advised of the outcome. <br />
