i Memo to PC PC Re: SUP No. 596 August 20, 1987 Page Fight RECLAMATION MASTER PLAN Staff is in the process of developing a mined land reclamation master plan for sand and gravel pits in Pueblo County. The first step in the process (mapping existing gravel pits) has been completed in draft form. A forthcoming step will involve building an overlay of mapped gravel deposits remaining in the County. Those first two steps will define the actual and potential impact areas. From that foundation, staff will then look at approved and potential reclamatlon plans, to better assess the post-reclamation land uses. It is not the County's intent to duplicate or conflict with the efforts of the MLRB. They are the permitting agency with the authority and resources to best evaluate individual reclamatlon plans, procedures, and implementation. Rather, it is staff's intent to become aware of the overall direction and composite end product of mined land reclamation in Pueblo County, with the goal of providing an overview of reclamation plans, perhaps offering planning alternatives that will result in a better end product. The timing of such an effort may be of particular importance now, in light of the location and magnitude of Valco's extraction/reclamation activities to be conducted under SUP No. 596. COMMENTS Staff conducted an on-site inspection August 10, 1987 and observed the following: 1. Access to the East Pueblo Batch Plant via U.S. Highway 50 East was blocked by a cable across the road. The access point was posted "No Tresspassing." 2. No signs of activity were noted at the batch plant, from staffs U.S. Highway 50 East vantage point. 3. Staff drove the full length of the Special Use Permit property, viewing it From Highway 50 East, Baxter Road, 36th Lane and other northern vantage points, noting no signs of activity and no signs of gravel mining since the August 1986 review. To date, none of the conditions imposed by the Pueblo County Planning Commission on September 4, 1986 have been satisfied, nor (with the exception of Condition 1) have they been violated. The applicant is in the process of satisfying each of the conditions. To staff's knowledge, the issue of a well permit and plan for augmentation remains unresolved. That issue is for the applicant, the State Engineer and perhaps the courts to decide, with the County being advised of the outcome.
