<br />Memo to PC PC <br />SUP No. 596 <br />August 20, 1987 <br />Page Slx <br />NPDES PERMITS <br /> <br />Operation of Valco's Pueblo East gravel pit and batch plant <br />generates water that must be discharged. Most notably, <br />groundwater entering the pit must be pumped out to allow further <br />excavation. Water from the operation is discharged to the <br />Arkansas River under NPDES Permit COG-50000. The number <br />COG-500082 refers to the facility itself. The permit is issued <br />by the Colorado Department of Health, Water Quality Control <br />Division. The Division must reevaluate the permit once every <br />five years. Under their NPDES Permit, Valco is authorized to <br />discharge treated process generated waste waters into waters of <br />the State of Colorado. In this case, process generated waste <br />waters includes: <br />1. wash waters; <br />2. transport waters; <br />3. scrubber waters (from crushers or classifiers); <br />4. mine dewatering (groundwater and/or runoff); and <br />5. other process water as determined by the permit Sssuing <br />authority. <br />Prior to its discharge to the Arkansas, wash water from Valco's <br />plant passes through a settling pond where suspended solids drop <br />out. Groundwater from the pit is discharged directly into the <br />Arkansas. In both cases, the water is sampled prior to <br />discharge. <br />AIR QUALITY <br />Valco does not propose to include a hot mix plant in SUP No. 596. <br />Therefore, a'ir quality issues associated with the SUP will focus <br />on emissions from the concrete batch plant, the pit(s), and <br />on-site roadways, and it will focus on emissions from equipment. <br />Valco's Air Pollution Control Permit No. 85-PB-107(1-2) pertains <br />to emissions from their Pueblo East batch plant, pit, and <br />associated on-site roadways. That permit has received initial <br />approval from the State and a recommendation for final approval <br />in June, 1986 from Emmett Hance (staff, Pueblo City-County Health <br />Department). Mr. Hance indicated to staff that his <br />recommendation should result in final approval from the State; <br />however, to date the State has not issued final approval of the <br />application. According to Mr. Richard Fox (staff, Colorado <br />Department of Health), they received Mr. Hance's report and <br />recommendation, reviewed it, and then lost the correspondence. <br />Mr. Hance will send the CDOH another copy of his report and <br />recommendation for their review and action. <br />
