-52- <br />report is the deletion of a specific underdrain system beneath the <br />initial waste rock pile. The consultant bases this request upon <br />the impermeable nature of the upper most 50 feet of foundational <br />subsoil beneath the proposed waste pile, the relatively small <br />volume of the waste pile, and the proposed impermeable 4.0 feet of <br />cover material. The Division agrees with the consultants <br />recommendations and waives the underdrain requirement. <br />The Division finds that the operation is in compliance with the <br />requirements of this section, <br />XIx. Mine Facilities, Coal Handling Structures, Support Facilities <br />XX. <br />xxI <br />XXII <br />The mine facilities, support facilities, and coal handling <br />structures sections of the permit application have been reviewed by <br />the Division and are in compliance with the Act and rules. The <br />mine facilities and support facilities portions of the permit <br />application can be found in section 3 of Volume 1, and in Volumes <br />4, 5, and 6 which contain construction specifications for these <br />facilities. The coal handling structures section can be found on <br />page 3-34 and pages 3-75 to 3-78 of Volume 1. <br />Roads (2.05.3(3), 4.03) <br />The roads sections of the permit application, found on pages 3-23 <br />to 3-24K of Volume 1 and in exhibit 3.1.1.E, have been reviewed by <br />the Division. The proposed operation is in compliance. <br />Bonding (2.05.4(2)(b) <br />The reclamation costs section of the permit application, found on <br />pages 4-34a through j of Volume 1, has been reviewed by the <br />Division. All problems concerning the reclamation cost estimates <br />that were raised in the February 6, 1981 Preliminary Adequacy <br />Review have been satisfactorily resolved and the proposed operation <br />is in compliance. The total cost for reclaiming the proposed <br />operation has been calculated by WECC to be $2,700,690. <br />Sealing of Drilled Holes and Underground Openings (2.05.4 <br />,,, <br />Information demonstrating compliance with the above mentioned rules <br />can be found in Volume 1, section 3 and 4. The operation is in <br />compliance. <br />XXIII. Subsidence (2.05.6(6), 4.20) <br />The original permit application submitted by WECC for the Mt. <br />Gunnison No. 1 coal mine contained a one page narrative treatment <br />(page 3-93) of subsidence and a map exhibit 3.4.8.A indicating a <br />proposed subsidence monitoring program. The Division expressed <br />major concern with this inadequate response and requested that WECC <br />
