Climatological Information and Air Resources (2.04.8, 2.05.4(2)(h <br />The proposed operation has received approval from the Colorado <br />Department of Health-Air Pollution Control Division for emissions <br />Permits Nos. C-13,0-34 (1-7) relative to the proposed coal mining <br />activities. The climatology section can be found on page 2-51 of <br />Volume 1 of the application, and copies of the emissions permits <br />can be found on pages 4-38a through f of Volume 1. The proposed <br />operation is in compliance. <br />XI. Topsoil (2.04.9, 2.05.3(5), 2.05.4(2)(d), 4.06) <br />The topsoil management plan and soils resource information sections <br />of the application have been reviewed by the Division for <br />compliance. The soils resource information section can be found in <br />Volume 1, page 2-153 of the application, and the topsoil management <br />plan can be found on page 4-4 of Volume 1. The proposed operation <br />is in compliance. <br />XII. Vegetation (2.04.10, 2.05.4(2)(e), 4.15) <br />The revegetation plan and baseline vegetation information sections <br />of the application have been reviewed by the Division for <br />compliance. The baseline vegetation information section can be <br />found on page 2-15 of Volume 1 of the application, and the <br />revegetation plan can be found on page 4-11 of Volume 1, With the <br />acceptance by WECC of the following stipulations, the proposed <br />operation is in compliance. <br />The inclusion of such competitive species as pubescent wheatgrass <br />and orchard grass in the proposed temporary seed mix makes the <br />following stipulation necessary to guard against an excessively <br />large supply of these species seeds on the topsoil stockpiles. <br />Problems with the establishment of the grass, fortis, and especially <br />shrubs in the permanent seed mix are lessened by severely limiting <br />the seed reserves of these competitive, introduced species in <br />seedbed material. <br />Stipu]ation No. 12: FOLLOWING STOCKPILING, TOPSOIL STOCKPILES THAT <br />WILL NOT BE REDISTRIBUTED FOR FIVE OR MORE YEARS SHALL BE SEEDED <br />WITH THE PROPOSED PERMANENT SEED MIX (EXCLUDING SHRUBS) AND NOT THE <br />TEMPORARY SEED MIX. <br />With the acceptance of WECC of the above stipulation the operation <br />is in compliance. <br />
