Banta. <br />Division Dvedor <br />DATE: July 9, 1991 <br />TO: Carl Mount <br />FROM: Larry Routten <br />~- <br />RE: Lillylands Veg Baseline Study <br />I have reviewed the baseline vegetation study submitted for the <br />Lillylands Mine and have the following comments. <br />The baseline study as a whole is adequate. Sample adequacy was met <br />either by meeting statistical requirements or by sampling the <br />maximum number of points required by the Division's guidelines. <br />Reference areas were similar to disturbed areas in the sage and <br />grass communities in all parameters except woody plants in the <br />grass community. The reference area here had about twice as many <br />woody stems as the disturbed community. This difference is <br />insignificant in this case since cover and production in the two <br />areas were similar and since a woody stem standard will be set for <br />the mine. <br />Proposed reference areas (three of them) are not located in the <br />permit area. The two areas south of the permit area are on land <br />owned by R and B Davis, according to the ownership map so, they <br />should be under control of the applicant. However, the proposed <br />grass reference area NE of the permit area (in the NE 1/4 of <br />Section 33) is on land owned by W. Bray. The applicant needs to <br />demonstrate that access to and management of this reference area <br />will be available to the operator. Also, this reference area is in <br />the area indicated on the General Mine Plan Map as being mined <br />during the 5-10 year phase of the mine. The applicant should be <br />aware that they will not be able to disturb the reference area. <br />The permit application indicates that reclaimed areas will be <br />fenced. The reference areas will also need to be fenced for at <br />least the last two years of the liability period so that they are <br />subjected to similar management practices. <br />
