Since the approved land use for the Northgate Load-out
is industrial the Division believes that this section of the reyulations is
applicable. However, the Division also feels that a numerical standard must
be established for cover in order to assure that erosion is prevented on the
post-mining surface. Based on information presented by Walden Coal Company,
acquired from the S.C.S., the Division will set a vegetative cover standard at
20 percent. It is felt that if this amount of cover is established at the
Northgate Load-out, given the topography and aoiotic conditions at the site,
erosion will be effectively prevented.
Walden Coal Company has satisfied the requirements of Stipulations 1 throuyh
and Technical Revision Stipulations 1 and 2 to the Bourg Strip permit
(C-021-81). Responses to the revisions will be incorporated into the permit
application document by reference as well as by page. Any commitments or
requirements for further information which have been committed to by 'Walden
Coal Company in the course of responding to the stipulations will become a
binding part of the permit document.
If you have any questions please feel free to contact me regarding this
assessment.
Sincerely,
Michael S.
