<br />memorandum that changes to material specifications have not been submitted by CC&V in <br />writing (see second and third lines in last paragraph), each and every one of the eleven such <br />changes that have been requested w re submitted in writing by CC&V prior to requesting formal <br />approval. Once again, as we described in great detail during our Project "kickoff meeting" in <br />May of 1994, if detailed specifications of the type developed for such projects are made part and <br />parcel of the permit, (1) there must be a regulatory mechanism that rapidly reviews and accepts <br />the proposals, when justified, in a manner that does not delay construction and (2) it must be <br />accepted that there will be numerous requests. As I know you understand, the specification <br />changes obtained to date for the Cresson Project are not a feature unique to the Cresson Project. <br />Rather they are common to each and every construction project, be it construction of a building <br />in downtown Denver, or any mine project.
