Box 1821 <br />Colorado Springs Colorado 80901 <br />RE: Responses to Meeting of June 30, 1992 <br />Dear Dr. Corley: <br />Thank you for stopping by our offices recently. I wanted to take <br />this opportunity to follow-up on the meeting we had with you and <br />your family on June 30, 1992. Present at the meeting were you, <br />your wife, your daughter Karen, Reclamation Specialist <br />Cathy Begej, Coal Program Supervisor Steve Renner, and me. <br />You raised what we believe to have been four principal issues. I <br />would like to reiterate these and provide our responses. First, <br />you were concerned with Division staff making mitigative <br />recommendations that apparently contradicted recommendations made <br />by previous staff. Specifically, you related to us that some <br />time ago Division staff had requested The Corley Company to place <br />energy dissipators in certain diversion ditches at the Rex Carbon <br />Portal of the Newlin Creek Mine, which other Division personnel <br />subsequently had asked to be removed, and which other Division <br />personnel had subsequently asked to be replaced. You also spoke <br />of our staff recommending the use of brush placed in a ditch for <br />energy dissipation at the mine's Shamrock Portal, and later <br />discouraging its use. <br />Our response was that we acknowledged how recommendations from <br />different Specialists over the life of a mine could become <br />conflicting. We stated that the office has just completed its <br />latest round of hiring of Reclamation Specialists and that we <br />hope personnel turnover, and varying field recommendations, will <br />be minimized. We additionally recommended that whenever <br />mitigative measures are proposed in the field by our Specialists, <br />your representatives should have these measures included in our <br />inspection reports by the Specialist prior to signature, to <br />provide documentation for future reference. We stated that we <br />would speak to our Specialists as well as regarding this topic. <br />Your second concern followed along lines similar to the first. <br />Specifically, you mentioned that your field representative for <br />the Newlin Creek Mine was informed by our personnel that a <br />
