Corley Jr. The Corley Company P.O. Box 1821 Colorado Springs Colorado 80901 RE: Responses to Meeting of June 30, 1992 Dear Dr. Corley: Thank you for stopping by our offices recently. I wanted to take this opportunity to follow-up on the meeting we had with you and your family on June 30, 1992. Present at the meeting were you, your wife, your daughter Karen, Reclamation Specialist Cathy Begej, Coal Program Supervisor Steve Renner, and me. You raised what we believe to have been four principal issues. I would like to reiterate these and provide our responses. First, you were concerned with Division staff making mitigative recommendations that apparently contradicted recommendations made by previous staff. Specifically, you related to us that some time ago Division staff had requested The Corley Company to place energy dissipators in certain diversion ditches at the Rex Carbon Portal of the Newlin Creek Mine, which other Division personnel subsequently had asked to be removed, and which other Division personnel had subsequently asked to be replaced. You also spoke of our staff recommending the use of brush placed in a ditch for energy dissipation at the mine's Shamrock Portal, and later discouraging its use. Our response was that we acknowledged how recommendations from different Specialists over the life of a mine could become conflicting. We stated that the office has just completed its latest round of hiring of Reclamation Specialists and that we hope personnel turnover, and varying field recommendations, will be minimized. We additionally recommended that whenever mitigative measures are proposed in the field by our Specialists, your representatives should have these measures included in our inspection reports by the Specialist prior to signature, to provide documentation for future reference. We stated that we would speak to our Specialists as well as regarding this topic. Your second concern followed along lines similar to the first.
