<br />INTRODUCTION <br />This document is the approval package prepared by the Colorado Mined Land <br />Reclamation Division (the Division) fora permit revision for the Deserado <br />Mine, a Federal coal mine located in Rio Blanco County. The package contains <br />three parts. These include: 1) the proposed decision to approve the permit <br />revision application; 2) a summary which includes; a description of the <br />history of the review of the permit revision application, a description of the <br />environment affected by the mining operation and description of the mining and <br />reclamation plan; and 3) the Division's written findings of compliance <br />required by the Colorado Surface Coal Mining Reclamation Act. Detailed <br />information about the review process can be found in the Act and the <br />Regulations of the Colorado Mined Land Reclamation Board for Coal Mining. All <br />Rules referenced in this document are contained within those Regulations. <br />Detailed information about the proposed mining and reclamation operation can <br />be found in the permit application on file (No. C-81-018) in the public record <br />maintained by the Division and at the County Clerk's Office for Rio Blanco <br />County located at the Rio Blanco County Courthouse in Rangely, Colorado. <br />Appropriate sections of this findings document have been revised to reflect <br />the addition to the mining operation of three federal coal leases, numbers <br />C-8424, C-8425, and C-0126669, processed by the Division as a permit revision <br />to permit No. C-81-018. In addition, this document represents an update of <br />the findings originally made for the Deserado Mine by the Office of Surface <br />Mining and a reformatting consistent with other Division coal mining approval <br />packages. <br />
