miner has been dismantled and demobilized from the Yoast Mine and <br />will no longer be utilized. In accordance with the approved variance, <br />backfilling and grading was to be completed in 2006 following <br />completion of highwall mining. Since mining has ceased in this <br />location, SCC is reevaluating the backfill and grading schedule for <br />this location and has submitted an additional variance request for this <br />area with Permit Revision No. 2. SCC is proposing to conduct final <br />backfilling and grading of the final pit containing the access and <br />associated spoil azea in 2006. Permit Revision No. 2 is pending <br />review and approval by the Division. <br />SCC will utilize the backfilling and grading sequence shown on <br />Exhibit 19-1A, Backfilling and Grading Plan, and the associated <br />reclamation schedule to achieve the postmine topography presented <br />on Exhibit 20-2 of the permit application package. <br />Any potentially acid-or toxic-forming spoil material will be identified by sampling <br />regraded spoil, and will be chemically treated or buried with a minimum of four feet <br />of topsoil. By neutralizing and/or isolating any acid- ortoxic-forming material from <br />the surface, and mixing limited quantities of such material with much greater <br />volumes of benign spoil material, any negative effects of problematic material will be <br />ameliorated. <br />2. The Division proposes to approve the applicant's plan for disposal of <br />debris, acid-forming or toxic materials, or materials constituting a fire <br />hazard in a manner designed to prevent contamination of ground or <br />surface waters. A contingency plan has also been developed to <br />prevent sustained combustion of flammable materials. (4.14.3(1)(a)). <br />The Division proposes to approve the method and design <br />specifications for covering of acid-and toxic-forming materials in <br />order to prevent leaching into surface and ground water and to insure <br />backfill stability. ((4.143(2)). <br />VIII. Revegetation <br />Information pertaining to revegetation at the Yoast Mine is found in Tabs 10, 19, and <br />22 of the permit application package. <br />Five major vegetation community types occur within the proposed Yoast permit azea. <br />These major vegetation community types aze: Mountain Brush, Sagebrush, Aspen, <br />Steep Mountain Brush, and Western Wheatgrass/Alkali Sagebrush. Additional <br />community types occur within the proposed permit azea but at considerably smaller <br />acreages. These additional vegetation types include: Upland and improved <br />subirrigated pasture, Mesic drainage, lands in the Conservation Reserve Program, <br />Yoast Mine 33 August 3, 2005 <br />
