lntroduction This document is the decision package prepared by the Colorado Division of Minerals and Geology (Division) for the Yoast Mine Permit Renewal No. 2. This document includes: 1) the proposed decision to approve the permit renewal application; 2) a summary which includes a history of the review of the permit application, a description of the environment affected by the operation and a description of the mining and reclamation plan; and 3) the written findings of compliance the Division has made as required by the Colorado Surface Coal Mining Reclamation Act. Detailed information concerning the findings of compliance can be found in the Regulations of the Colorado Mined Land Reclamation Boazd for Coal Mining. The Division has received an application for a successive five year renewal of Permit No. C-94-082 to conduct surface coal mining and reclamation operations at the Yoast Mine. The application was submitted by Seneca Coal Company (SCC), and the mine will be operated by SCC. The mine is located on Federal, State and privately owned lands within Routt County, Colorado. The legal description of the lands included within the permit area is: Township 6 North, Range 87 West of the 6th Principal Meridian Section 28: Portions ofNW3,NW3SW3,SW3NE3 Section 29: Portions of SE3 Section 32: Portions ofNW3NE3,W2E2 Township 5 North, Range 87 West of the bih Principal Meridian Section 5: Portions of W2E2 Section 8: NW3, SW3, W2NE3, W2SE3 Section Ib: SW3NW3, NW3SW3, and portions of SW3SW3, NW3NW3, SE3NW3, NE3SW3, NW3SE3 Section 17: All Section 18: NE3SE3, S2SE3 Section 19: E2 and portions of E2W2 Section 20: SW3NW3, N2NW3, W2SW3, and portions of N2NE3 Section 29: NW3NW3 Section 30: N2NE3 The proposed permit azea encompasses 2318.3 acres, of which 1019.0 acres are planned to be disturbed by surface operations. Ownership of the surface by private, Federal and State interests is 1940.4, 319.2, and 58.7 acres, respectively. Yoast Mine t August 3, 2005
