Backfilling and Grading - Rules 2.05.3(3); 2:05.3(4): 2.05, 4(2 )(a <br />Information pertaining to backfilling and grading of disturbed areas is <br />presented in Section 2.05.4 of the permit application: The "Mine Surface" Map <br />and Map No: C-7 entitled "Reclamation Map" depict existing and proposed <br />post-mining contours: <br />At the end of the mine's life, National King Coal proposes to backfill the <br />disturbed bench areas to a stable configuration which blends with the <br />surrounding topography: Based upon information provided by National King <br />Coal; no pre-mining contour maps of the area exist due to the length of time <br />the mine has been in operation (+45 years): The proposed backfilling scheme <br />involves reducing all mine bench highwalls and bench outslope crest to <br />approximately 1:5h:1v and in most areas to 2:5h:1v or less to blend in with <br />surrounding areas: A series of mine cross sections depicting the extent of <br />backfilling work is provided within the map section of the application on two <br />drawings entitled "X-Sections for Reclamation Area": <br />A stipulation was attached to the original 5-year permit approval requiring <br />that the permittee prepare a mass balance demonstration and an appropriate <br />geotechnical stability analysis of the proposed backfill configurations: This <br />information was subsequently provided to the Division in sufficient detail to <br />demonstrate that adequate quantities of fill material existed on site to <br />complete the proposed backfill work and that the reclaimed slope angles were <br />structurally stable (1:3 minimum static factor of safety): The response was <br />deemed sufficient to satisfy the requirements of the stipulation; therefore, <br />this stipulation is resolved: <br />The operation is in compliance with the requirements of this section; <br />-20- <br />
