There aze no lmown significant cultural or paleontological resources within the <br />Parachute Site. <br />3.11.2 Unavoidable Adverse Impacts <br />Most adverse effects to cultural and paleontological resources would be mitigated through the <br />Programmatic Agreement being developed by the BLM, State.Historic Preservation Officer, <br />American Council on Historic Preservation, and American Soda. Unavoidat~le adverse impacts <br />would remain the same as those discussed in the Draft EIS. <br />3.12 LAND USE AND RECREATION <br />3.12.1 Direct and Indirect Impacts <br />Piceance Site <br />Compliance of the proposed project with BLM and Rio Blanco County land use regulations <br />would be similaz to that described for the Proposed Action. The additional mitigation contained <br />in the various mitigation/monitoting plans included in the appendices to this Final EIS provides <br />further assurance that the project would be consistent within the land use policies and goals of <br />the affected jurisdictions. American Soda would also meet various conditions of approval <br />required by Rio Blanco County as part of the county's Major Development Permit. <br />The BLM would implement a No Surface Occupancy stipulation within habitat occupied by the <br />federally protected Dudley Bluffs twinpod or the Dudley Bluffs bladdetpod. These plants occur • <br />within the Ryan Gulch ACEC. Adherence to these stipulations and the additional mitigation <br />3-20 Cultural and Paleontological Resources <br />
