CHAPTERTHREE <br />Pipeline Corridor <br />Federal Endangered or Threatened Species <br />Enulronmenial Conse4nences <br />Peregrine Falcon. Effects associated with pipeline construction and maintenance under Ute <br />Agency Preferred Alternative aze expected to be less than under the Proposed Action. Under the <br />Proposed Action, suitable peregrine falcon nesting habitat neaz Davis Point was not surveyed in <br />1998. Under the Agency Preferred Action, this azea would be surveyed prior to the initiation of <br />any field activities. The Wildlife Mitigation Plan (Appendix I) identifies measures designed to <br />limit impacts associated wiUt the Agency Preferred Alternative, including No Surface Occupancy <br />and timing limitations around active nest sites. <br />Parachute Penstemon and Uinta Basin Hookless Cactus Potential impacts to these two <br />species would be reduced, compared with the Proposed Action, because the Agency Preferred <br />Alternative includes a requirement that American Soda would conduct botanical cleazance <br />surveys on previously unsurveyed portions of the pipeline corridor (mileposts 32 to 35). If listed <br />species aze encountered, American Soda would consult with BLM regarding avoidance or <br />mitigation. With these mitigation measures, the Agency Preferred Alternative would have no <br />adverse effect on Pazachute penstemon or Uinta Basin hookless cactus. <br />Bald Eagle, Whooping Crane, and Other Endangered or Threatened Species. The potential <br />effects to these other endangered or threatened species under the Agency Preferred Alternative <br />would be the same as those described for the Proposed Action. <br />Other Special Status Specres <br />Sage Grouse. Impacts to sage grouse would be less under the Agency Preferred Alternative than <br />under the Proposed Action. Within the sage grouse treatment azea (8 miles of corridor), no <br />construction activities would occur from June 1 through July 1. American Soda, through <br />consultation with the CDOW, would provide up to 300 acres of mechanical brush <br />controUtreatment to enhance sage grouse habitat. Re-seeding of disturbed habitat would be <br />accomplished using species desirable to sage grouse. Any waste rock would be arranged so that <br />sage grouse movement would not be impeded and so that vantage points for predators would not <br />be artificially created. Spot application of herbicides would be used to remove noxious weeds. <br />Sensitive and Rare Plant Species. Potential impacts to sensitive and rare plant species would <br />be reduced compared with the Proposed Action because the Agency Preferred Alternative <br />includes a requirement that American Soda would conduct botanical clearance surveys on <br />previously unsurveyed portions of the pipeline corridor. American Soda would consult with the <br />BLM if sensitive plant species aze found. <br />Other Species. The Draft EIS addressed potential effects to sandhill cranes, northern goshawks, <br />Colorado River cutthroat trout, reptiles, amphibians, and other special status species. Potential <br />effects to these other species under the Agency Preferred Alternative would be the same as those <br />described for the Proposed Action. <br /> <br />Thratened and Endangen;d Species 3-] 7 <br />
