the control measures currently stipulated in the permit. The language specified in conditions numbers 1 <br />through 3 shall be incorporated into Lorencito's fugitive dust control plan for permit O1 LA0642 during the <br />permit evaluation for final approval. <br />1. Blasting activities shall occur during daylight hours to verify compliance with the permit <br />conditions for <20% opacity and off property transport of fugitive dust emissions. <br />a. Daylight hours shall be specified as between sunrise and sunset <br />b. Blasting shall be scheduled to occur at least 15 minutes before sunset, to ensure sufficient <br />ambient light is available to conduct visible emission observations. <br />c. Verifiable sunrise and sunset times, from www.sunrisesunset.com or other reputable <br />resources, will determine compliance based on Lorencito's specific latitude and longitude. <br />2. Meteorological data, specifically, wind speeds and wind directions shall be documented before, <br />during, and after blasting activities. <br />a. Documentation of meteorological data shall include readings at 15, 10, and 5 minutes <br />before the bast, a reading during the blast, and readings at 5, 10, 15, and 20 minutes after <br />the blast to accurately represent wind conditions. <br />b. Blasting activities shall be prohibited tivhen the wind direction is blowing from any region <br />in the south. Specifically, wind from the region between >90° to <270° magnetic north <br />compass readings. <br />3. Activities related to the loading of the shuttle-train coal cars shall be prohibited when wind speeds <br />exceed thirty (30) miles per hour. <br />The Division will continue to monitor Lorencito's compliance with the terms of the construction permit <br />O1 LA0642, as well as, Lorencito's planned installation and operation of a coal crushing unit scheduled to <br />be located near the coal load-out area.
