' ANALYSIS OF COST SHARING OF THE IMPROVEMENTS OF CR 521 <br />The approximately 0.6 mile section of CR 521 south of US 160B is scheduled <br />to be improved by La Plata County. It is expected that Gosney & Sons, Inc. <br />expanded operation may be asked to contribute to the cost of the proposed <br />improvements in proportion to the projected project traffic usage. Since this <br />area is well outside the limits of this traffic analysis, data from La Plata <br />County traffic counts and vehicle classifications as well as those collected <br />' during the course of this study are used to determine the projected background <br />' traffic for this section of CR 521. <br />' The current ADT of 1080 vehicles with 10% combination trucks and 10% SU <br />' trucks are used for this background traffic analysis (Ref. MEMO from Ed <br />' Bennett, County Engineer to Rusty Bonser, Director of Planning Services, <br />Maarch 10, 1992, page 1). The 1990 ADT is adjusted to 1992 levels and the <br />' average of 20% is used for heavy trucks. It is further assumed that there is <br />' equal distribution between SUs and Combinations for the heavy trucks. This <br />seems conservative when compared with the classification counts conducted on <br />' CR 521 by the County (ref. tab sheet October 1988 Figure A furnished by the <br />' County) in which 17.9% of the background traffic was conbination trucks and <br />7.6% was SUs. The growth rate used for the next 20 years is 3% per year. <br />' Table 7 provides the results of an analysis to determine the EALs for the <br />' background traffic in the vicinity of the Gosney & Sons, Inc. access road, for <br />21 <br /> <br />
