R6
M" ~o
..
~ ~8-l6 ~
Roy Rnmer
Governor
Michael B. Long
Division Direcbr
Today, when I arrived to work, Yvonne handed me a written telephone message from
Mr. Red Cortner. She indicated Mr. Cortner seemed somewhat irate during her conversation
with him. I returned his call at 8:35 a.m., and again at 9:05 a.m., both times reaching his
message machine.
Mr. Cortner returned my call later that morning. His tone was inflammatory, and he
indicated that he had called several times, without a return call from this office. Kent did
find one message on his phone mail from Mr. Cortner, I had received none.
Mr. Cortner was calling to express objection to the pending bond release at Grassy Gap. He
was responding to our bond release inspection notification letter. He asked why he had not
been notified of the bond release process, and threatened to lock the site gate. I reminded
him that he had been notified, as evidenced by the fact that he was calling to object. He
asked how we would conduct a release inspection on the site with snow on the ground. I
assured him that if weather conditions preclude a proper inspection, then the affected
evaluation would be postponed.
I asked him to define his specific problems. He stated that the "dirt work" was fine, but that
some culverts had been left on site. He also stated that revegetation success could not be
evaluated since the recent work had just been seeded, and that there is snow on the ground.
I agreed. He also stated that weed infestation would be a problem, and that the landowner
should not be left with a weed problem. I agreed.
We agreed to meet at the site on Monday.
DAB/yjb
m:\oss\yjb\castle
