Holbrook, <br />This letter is intended to clarify- the BLM's approval letter dated June 30, <br />1989 concerning Hest Elk Coal Compen~•, Ins.'s proposal to mine the R seam. <br />The Montrose District's review process found the proposed revision to mine the <br />B seam to be a logical e~ctension of the current mine plan. Our approval of the <br />proposed mining was based on an evaluation of the plan as it pertained to all <br />three of the West Elk coal leases, C-0117192, D-044569, and C-1362. Tlie <br />reference to lease C-0117192 in our June 30, 1989 letter to hest Elk was <br />intended [o emphasize our understanding that in lease C-0117192 mining in the <br />upper seams would precede those in the lower seams as was indicated on the <br />maps. <br />In summate. the BLPI recommends approval of West Elk Coal Compan}''s proposal to <br />mine the B seam on Federal coal leases C-0117192, C-1362, and D-0445ti9. <br />Sincerely, <br /> <br />Alan L. f;esterke <br />District Manager <br />• <br />
