Long <br />Division Director <br />RE: Haul Road Cetification, Bowie No. 2 Mine, Permit No. C-96-083, Bowie Resources <br />Limited. <br />Dear Mr. Beaz: <br />The Division has received the haul road certification, certified on January 9, 1998, for the haul <br />road segment that goes along the old railroad bed from the paved main haul road to the gob pile. <br />The Division believes that the certification may need additional information. <br />If the railroad subgrade had been constructed in any way, the Division would like the <br />certification to include a statement of whether or not the railroad subgrade meets the performance <br />standards of Rule 4.03.1. This requirement is stated in Rule 4.03.1(d)(ii). The Division is using <br />the interpretation that the railroad subgrade is acting essentially as a haul road which had been <br />constructed prior to August 1, 1995. Along with this addition to the certification, the Division <br />also believes that a little more discussion would be in order, in addition to what has already been <br />stated in the certification, of why these performance standazds have been met for the railroad <br />subgrade. <br />If you have any questions, please call me. <br />Sincerely, <br /> <br />~~ ~ ~~ V <br />oseph J.
