B. As noted earlier, Kaiser Steel Resources has completed all backfilling and grading at <br />the mine site in a manner consistent with the approved plan. A complete 60 percent <br />Phase I bond release was approved in 1992. <br />VII. Revegetation <br />A. Information on baseline vegetation for the approved permit can be found in Section <br />2.04 of Volume I and Exhibit 5 of the permit application. Three vegetation <br />communities were disturbed by mining operations. They were the Pinyon-Juniper, <br />Mountain Shrub and pasture land. <br />Information on [he revegetation plan and revegetation success criteria, as well as <br />methods to measure herbaceous cover and production, species diversity, and woody <br />plant density can be found in Section 2.05.4. The Division approved the use of <br />introduced species in the reclamation seed mix for the irrigated pasture area. The <br />applicant submitted information which showed that the introduced species were <br />desirable and necessary to achieve the approved post-mining land use, and are not <br />poisonous or noxious. <br />The Division approved the use of reference areas for dryland and irrigated pasture land <br />communities for purposes of determinations of revegetation success. Comparisons <br />between reclaimed and undisturbed areas, in order to demonstrate that success criterion <br />of 4.15.8, 4.15.9 or 4.15.10 has been met, will be based on the following: <br />For areas reclaimed as dryland pasture, vegetative cover and herbaceous productivity <br />will be equal to or greater than 90% of the cover or productivity in the dry land <br />pasture reference area. There will be at least 2 cool season perennial grasses, 1 warm <br />season perennial grass and I perennial forb, each contributing between 3 and 60% <br />relative cover. There is no success standard for woody plants. The same success <br />criteria apply to areas reclaimed as range land/wildlife habitat. <br />For areas reclaimed to irrigated pasture, vegetative cover and herbaceous productivity <br />will be equal to or greater than 90% cover or productivity in the irrigated pasture <br />reference area. There will be at least 3 cool season perennial grasses, each contributing <br />between 3 and 40% relative cover. There is no success standard for woody plants. <br />VIII. Post-mining Land Use <br />A. The Division has approved the original post-mining land use of rangeland and wildlife <br />habitat. The land-use meets the criteria of Rule 4.16.3. <br />I?C. Protection of Fish, Wildlife and Related Environmental Values <br />A. The applicant has proposed the use of persistent pesticides on the site during <br />reclamation operations.
