:~

Gold Hill Mill 11 March 27, 1995
33. Include a cost in your bond estimate to blade and otherwise stabilize
any sections of road that will be included in the permit area. Also,
include a cost to remove and dispose of the fence around the tailing
impoundment at the point of maximum proposed impoundment extent.
34. The Division concurs that COM, Inc. should not plant trees on the
tailing impoundment, in order to avoid root damage to the liner, however,
in order to achieve an acceptable post mining land use, more trees and
shrubs than are currently proposed will have to be planted. Many
locations at the site, particularly the mill complex perimeters, would
benefit from tree plantings. Please provide a proposal for locations,
types, and frequencies of tree and shrub plantings, and include a cost for
such plantings into your reclamation cost estimate.
35. In order to facilitate review of the COM, Inc. adequacy response,
please consolidate all new and previously submitted reclamation cost
estimate information into a single, concise tabulation.
The Division has made an effort to be comprehensive in its review of your
application. This was done in the hope that a thorough review would lead
to a thorough, well organized response that would allow the Division to
approve the application prior to the deadline established by the Board.
As stated previously, please provide your responses by May 1, 1995. Also,
as provided for in Rule 1.8 all changes and additions to the permit
application must be filed with the Division, and with the County Clerk and
Recorder. The applicant shall also provide the Division with an affidavit
or receipt demonstrating that the change was filed with the County Clerk
and Recorder no later than the close of business on the day the change was
filed with the Division.
If you have any questions about any of the items
the permitting or application review procedure,
contact me.
Sincerely,
Allen C.
