In addition, the Division has met with <br />representatives of COM, Inc., regarding contents of the application and <br />administrative procedures, on both February 21, 1995 and on March 7, 1995. <br />Also, a pre-operational inspection of the site was conducted on February <br />28, 1995. <br />COM, Inc. is under a Board Order to obtain a permit by June 14, 1995. In <br />order to obtain a permit, the application will have to be approved by the <br />Division, and the bond amount established through the review process will <br />have to be posted by COM, Inc. and accepted by the Division. Before the <br />Gold Hill Mill application can be approved by the Division you will need <br />to address the following adequacy items in order to satisfy the applicable <br />requirements of C.R.S. 34-32-101, et. seq. and the Mineral Rules and <br />Regulations of the Mined Land Reclamation Board. Please Provide a <br />response to each item by May 1, 1995 in order to facilitate a June 14, <br />1995 permit issuance date. <br />1. In the Division's adequacy letter dated January 4, 1995, it was <br />specified that COM, Inc. redraw the proposed permit area boundaries to <br />include all existing surface disturbances related to the milling <br />operation. On the subsequent maps that have been submitted, the permit <br />area boundaries (a solid, heavy, black line as depicted in the map <br />explanation) have not been redrawn. At a minimum, the section of road <br />between the mill and the tailing impoundment must be included into the <br />permit boundary (this does not necessarily mean that the road would have <br />to be obliterated, it could be cleaned up, bladed, and stabilized against <br />erosion, then left as a permanent reclamation feature). Also the area <br />where the Left Hand Creek pump station is established must be included in <br />the permit area and depicted on a map. If there are any surface <br />disturbances related to this operation at the Time Mine or the Hazel A <br />adit, they must be included in the permit area and depicted on a map. All <br />
