BANTA, Director <br />DATE: October 17, 1989 <br />T0: Susan Mowry <br />FROM: Tim King <br />RE: Pre Blast Surveys, Seneca II-W Mine, File No. C-82-057 <br />On this date I reviewed 4 pre blast surveys conducted by Vibra-Tech Engineers <br />Incorporated and submitted by Peabody Coal Company. These surveys were <br />requested by the 3 adjacent landowners whose residences are within 1/2 mile of <br />the permit boundary of the Seneca II-West Mine. The forth survey was <br />conducted to evaluate the various producing and abandoned oil wells in the <br />area. These surveys were carried out to comply with Rule 4.08.2 of the <br />Division's regulations. <br />The descriptions of the dwelling within each of these surveys appears <br />adequate. However, no water quality and quantity measurements or other well <br />descriptions were submitted. In various letters to Peabody Coal Company, the <br />Division stated that it would be prudent to include such data. <br />John Gossert and Roger Olson, in their requests, clearly indicated a desire <br />that their wells be checked for water quality and quantity, and quarterly for <br />seasonal fluctuations. David Smith, in his request, mentions only <br />"improvements to this property." Rule 4.08.2(2) specifically refers to "well <br />and other water systems" that must be given "special attention." <br />Another area of concern that has been omitted from one of these surveys is the <br />rock formation above John W. Gossert's residence. He clearly states his <br />concern for the formation in his letter to the Division requesting the <br />survey. However, no mention of this formation appears in the survey of <br />Mr. Gossert's residence. <br />In summary, it appears that the work Vibra-Tech completed upon each of the <br />structures is adequate.
