<br />Corrective actions have been taken in response to injection out of the designated injection <br />interval. Wells 20-14, 20-02 and 21-15 have been shut down and are being depressurized. <br />This letter will serve as American Soda's 45 day notification to the EPA of our intent to Plug <br />and Abandon wells 20-14, 20-02 and 21-15. Once approval is received from EPA, American <br />Soda will proceed with further corrective action by scheduling equipment and crews to perform <br />the P&As. American Soda plans to complete the P&As during the first quarter of 2004, but, the <br />accelerated Oil and Gas development in western Colorado will effect the availability of work <br />over rigs and that will actually set the schedule for when the work will be completed. <br />Well 21-15 appears to be the well that has directly effected the water level change at <br />monitoring well 21-4DX. This level began to drop significantly as soon as depressurization of <br />well 21-15 was commenced. Even though well 21-15 is probably the only well that has <br />communicated with the dissolution surface American Soda will also P&A wells 20-14 and <br />20-02 due to their close approximation to well 21-15. <br />The manual measurement taken on well 21-4DX on October 14, 2003 indicated a level of <br />89 feet and since the depressurization of well 21-15 the level has dropped to 136.5 feet as of <br />December 23, 2003.
