DEPT. OF NATURAL RESOURCES <br />When Colorado Mined Land Reclamation Division issued the five <br />year Blue Ribbon Coal Company mining permit, there were three <br />stipulations affixed to the permit. Two of the stipulations pertain <br />to stability investigations at the Blue Ribbon mine site and the third <br />stipulation pertains to an agreement to minimize additional damage to <br />an approximate one acre area of riparian vegetation at the mine site. <br />I believe the stability came from questions asked by the State during <br />their review of the permit application and I believe the riparian <br />stipulation came from OSM and BLM concerns. Based on our recent phone <br />conversation, I am aware that OSM would like to see and review the <br />responses to all three stipulations. Therefore, I am submitting the <br />requested four copies of the booklet~we are calling the Blue Ribbon <br />Coal Company Stipulation Response Document.
