We feel that <br />stipulations are needed at the time of lease issuance so the lessee is aware of the <br />environmental concerns and can plan to mine accordingly. These stipulations are <br />generic in nature based on the Land and Resource Management Plan direction. <br />More specific stipulations called "Conditions of Approval" are imposed at the time <br />surface disturbing activity is approved. <br />We agree that MCC has demonstrated a good history of environmental compliance. <br />However, the BLM cannot exclude the stipulations from the tease, this would be • <br />contrary to our mandate to protect surface resources.
