Serial No. C-56447 <br />CONTROLLED SURFACE USE .STIPULATION <br />GENERAL FOREST <br />• Surface occupancy or use is subject to the following special operating <br />constraints. <br />Underground mining operations will result in surface subsidence. The <br />operatorJlessee shall perform a study co secure adequate baseline data to <br />quantify the existing surface resources on and adjacent to the lease area. <br />Existing data may be used if such data is adequate for the intended <br />purposes. The study shall be adequate to locate, quantif;~, and demonstrate <br />the inter-relationship of the geology, topography, surface hydrology, <br />vegetation and wildlife. Baseline data will be established so that future <br />programs of observation can be incorporated at regular intervals for <br />comparison. <br />The operator/lessee shall establish a monicor'_ng system to locate, measure <br />and quantify the progressive and final effects of underground mining <br />ac[ivities on the rooographic surface, underground.and surface hydrology <br />and vegetation. The monitoring system shall utilize techniques which will <br />provide a continuing record of change over time and an analytical method <br />for location and measurement of a number of points over the lease area. <br />The monitoring shall incorporate and be an extensior. of t':e baseline data. <br />If subsidence acti•rates a :andslide which adversely affects surface <br />resources, or a documented rater loss, the operator shall (where <br />applicable): <br />• 1. Res core stream channels and surface drai-,age or protect stream <br />flow with earthwor:: or .er?orary cuivert_ng; or <br />2. Restore of=acted roads; or <br />3. Revegeta_e a, r.ecessar? to protect against erosion; or <br />4. Res co re or replace sur~ace structures or compensate the owner of <br />those surface s[ruct•:res; or <br />~. Provide other mitigation (which could include water augmentation, <br />restoration, or rep lace sent). <br />On lands described below: <br />National Forest System Lards within the entire lease. <br />For the purpose of: <br />To insure the stability of surface resources :,nd f;~cilities during and <br />after the coal mining operations. <br /> <br />
