-30- <br />XI. Topsoil -Rules 2.04.9, 2.05.3(5), 2.05.4(2)(d), and 4.06 <br />Soil resources information and the topsoil management plan have been reviewed <br />by the Division. Baseline soils information for the approved permit area can <br />be found in Exhibit 7R2, Volume I, and Section 2.04.9, Volume I of the permit <br />application. The topsoil management plan can be found in Exhibit 18R2, Volume <br />II, Section 2.05.3, Volume 1, and Section 2.05.4, Volume 1, of the permit <br />application. <br />The Permit Revision No. 2 area is within a Corta-Carracas -Nunn soil <br />association. Soil types within the proposed permit area include the following <br />snapping units: Panitchen variant silt loam; Flugle variant - Mikim variant <br />gravelly sandy loam complex; Carracas loam; Paralithic clay <br />shale-sandstone-carbonaceous shale-rock outcrop complex; Celacy variant silt <br />loam, and the Nunn variant loam. <br />The Paralithic clay shale material is unsuitable for reclamation purposes. <br />All other mapped soil units have suitable topsoil material with recommended <br />stripping depths ranging from 14 to 72 inches. The Nunn variant loam is <br />situated outside the affected area and as such will remain undisturbed. <br />Topsoil redistribution operations will result in an average replacement depth <br />of 2.81 feet over regraded areas. <br />The applicant states that, "at least 6 inches of soil will be replaced in all <br />areas with the average replacement depth estimated to be 35 inches. In order <br />to ensure revegetation success, and to utilize all available topsoil the <br />operator has committed to replace an average of 30 inches of topsoil over the <br />entire disturbed area. <br />Chimney Rock salvages all available soil material ahead of the active pit. <br />This material is then stockpiled and seeded to stabilize the stockpiles. No <br />direct haul topsoiling is proposed for the Deep Creek area. <br />The existing and proposed operations are found to be in compliance with the <br />requirements of this section. <br />XII. Vegetation - Rules 2.04.10, 2.05.4(2)(e), 4.15, and 4.18(4)(1) <br />The Division has reviewed the permit application for compliance with these <br />sections. Information on baseline vegetation for the Permit Revision No. 2 <br />area can be found in Exhibit 8R2 Volume II and supplemental submittals of <br />February 8, 25, 1985 and April 12, 18, 1985. Information on tfie revegetation <br />plan and revegetation success criteria for the permit revision application can <br />be found in Section 2.05.4 Volume I, Exhibit 18R2 (Volume II) and the <br />supplemental submittals. <br />Quantitative vegetation studies were undertaken in the Deep Creek area in 1983 <br />by Mariah Associates.
