-7- <br />SUMMARY OF <br />THE PERMIT REVIEW HISTORY, <br />THE DESCRIPTION OF THE ENVIRONMENT <br />AND <br />THE MINING AND RECLAMATION PLAN <br />Sheridan Enterprises, Inc. applied for a permit under the Colorado Surface <br />Coal MIning Reclamation Act to mine Federal coal at the Munger Canyon Mine. <br />The Salt Creek Mining Company succeeded to the rights to the permit <br />application. The mine is located in Garfield County, Colorado approximately <br />20 miles north of Loma on Colorado Highway 139 in Sections 27, 28, 29, 33 and <br />34 of T7S, R102W and Sections 2,3 and 4 of TBS, R102W. <br />Total 30 year Life-of-mine production is projected to be 61,183,000 tons. <br />Annual production from the Munger Canyon Mine is estimated to be 149,000 tons <br />in the first year increasing to 897,000 tons in the fifth year of production. <br />Ownership of the coal is 100% Federal. <br />The permit area currently encompasses 775.57 acres and will be increased to <br />1,048.87 acres following approval of the central facilities area permit <br />revision. The affected area comprises approximately 548 acres. Following <br />construction of all surface facilities associated with the initial permit, the <br />disturbance will be 35 acres. Once the central facilities area, coal <br />processing waste disposal area and interconnecting haul road and conveyor <br />system are installed following approval of the permit revision, the disturbed <br />area will be increased by 87 acres to a total disturbed area of 122 acres. <br />1. Permit Review History <br />The Munger Canyon Mine was permitted under the interim program on July 24, <br />1978 (Permit No. 78-57). Sheridan Enterprises, Inc. submitted an application <br />for anew permit on December 12, 1980 pursuant to Section 34-33-109 of the Act. <br />Permanent program approval was granted when the operation was permitted on <br />January 12, 1983. The Munger Canyon Mine has been under temporary cessation <br />since January 17, 1984. On September 21, 1982, Salt Creek Mining Company <br />applied for a revision to the permit to construct a central facilities area, <br />coal processing waste embankment and interconnecting haul road and conveyor <br />system. This application was withdrawn, however on May 26, 1983 and <br />re-submitted on June 27, 1984. The re-submitted request was found complete on <br />July 12, 1984 and public notice of the permit revision was published on August <br />1, 8, 15, & 22, 1984. <br />A letter outlining deficiencies in the application was sent out on October 26, <br />1984. Responses to the Division's comments were received on January 25, 1985 <br />and incorporated into the permit revision application. Further responses were <br />submitted as they were required or completed. <br />
