-40- <br />XV. aerations Description -Rules 2.05.2, 2.05.3(1), 2.05.3(2) and 4.01 <br />The general operations plan for the Munger Canyon operation is given in <br />Section 2.0 of Volume I and Section 2.3 of volume VI of the application. <br />Anticipated production over the 30-year estimated life of the mine is <br />61,183,000 tons. <br />The Cameo coal seam will be developed using room and pillar mining methods to <br />a point 2200 feet from the portal area. From this point, rock slopes will be <br />driven upward to intersect the Upper Carbonera seam. Mining will then <br />progress along both seams. <br />Coal will be loaded onto a conveyor within the mine by shuttle cars. The mine <br />conveyors will then empty into a surge bin to equalize outflow. Overland <br />conveyors will transport coal from the surge bin on the portal bench to the <br />central facilities area located at the mount of Munger Canyon. Coal is then <br />processed, stockpiled, and loaded onto rail cars for direct shipment to market <br />or onto haul trucks for shipment to the existing Loma rail loadout. Use of <br />the Loma Loadout will terminate upon completion of the railroad spur to the <br />central facilities area. Refuse generated from the wash plant will be <br />transported to the coal processing waste disposal area by haul trucks. <br />The operation is in compliance with the requirements of this section. <br />XVI. Explosives -Rules 2.05.3(b) and 4.08 <br />No explosives will be used or stored in conjunction with this operation. None <br />of the requirements of this section apply. <br />XVII. Backfillinq and Grading - Rules 2.05.3(6) (b), 2.05.3(9), 2.05.4(2)(a). <br />Information regarding backfilling and grading of disturbed areas is presented <br />in Sections 2.2.2, 3.1 and 3.3 of Volume I, Appendix 0 of Volume V and <br />Sections 2.3 and 3.1 of Volume VI of the application. Details of the <br />underground development waste disposal pile are presented in Sections 2.2.5 <br />and 4.5.3.3.4 of Volume I and Appendix N of Volume V of the application. <br />These materials have been reviewed by the Division for compliance with the <br />Rules and Regulations. <br />The application contains a description and cross-sections of proposed <br />backfilling and grading plans for the mine portal bench area, haul road and <br />central facilities area. The upper haul road segment between the confluence <br />of the Munger Creek Valley and the unnamed tributary to the Munger Creek <br />Valley (Sta. 67+00') to, and including, the mine portal bench area, is <br />characterized by steep slopes, commonly in excess of 20°. Under the <br />regulations of Rule 4.27, Operations on Steep Slopes, the applicant is allowed <br />variance from approximate original contour, if the approximate original <br />contour configuration will not achieve a static slope safety factor of 1.3, as <br />required by Rule 4.14.
