-37- <br />The permittee has measured species diversity in terms of species richness and <br />species equitability and has proposed a means to evaluate revegetation success <br />in terms of species diversity in response to the requirements of Stipulation <br />No. 13 attached to the initial permanent regulatory program permit. Based on <br />a review of the applicant's response to the stipulation, the Division was able <br />to determine an adequate success standard for species diversity. As a result, <br />the following stipulation is required: <br />Stipulation No. 10 <br />THE FOLLOWING SPECIES DIVERSITY REVEGETATION SUCCESS STANDARD IS PROPOSED BY <br />THE DIVISION FOR ALL REVEGETATED AREAS AT THE HUNGER CANYON MINE: 3 COOL <br />SEASON GRASSES, 2 WARM SEASON GRASSES, AND TWO FORBS BE ESTABLISHED, AT <br />MINIMUM: NO ONE SPECIES OF WHICH IS TO COMPRISE MORE THAN 40% OF THE RELATIVE <br />VEGETATIVE COVER. WITHIN 60 DAYS OF PERMIT ISSUANCE, THE PERMITTEE SHALL <br />EITHER REVISE THE PERMIT APPLICATION TO COMMIT TO USE OF THIS STANDARD OR <br />COMMIT TO USE OF AN ALTERNATE STANDARD AGREED UPON IN CONSULTATION WITH THE <br />DIVISION. <br />The Division is concerned with the ability of Salt Creek Mining Company to <br />reclaim the area given the low annual precipitation. The applicant, in <br />responses to Stipulation No. 14 attached to the initial 5-year permit, <br />received approval for and subsequently undertook a biennial revegetation <br />monitoring program to measure the success of revegetation efforts at the <br />Munger Canyon Mine. The Division reviewed a revegetation report submitted by <br />the applicant on January 4, 1984 for areas sampled during July and August, <br />1983. The report indicated that, at the time of sampling, revegetation was <br />successful in terms of exceeding baseline values for herbaceous cover and <br />production at both sites. Based on the fact that revegetation undertaken at <br />the mine site was temporary in nature and may be modified by future <br />activities, the Division suspended the requirement for further revegetation <br />monitoring at the mine site until permanent revegetation occurs on any area at <br />the site. The following stipulation is therefore required: <br />Stipulation No. 11 <br />WITHIN 60 DAYS OF PERMIT ISSUANCE, THE PERMITTEE SHALL REVISE THE PERMIT <br />APPLICATION TO INCLUDE THE ANNUAL REVEGETATION MONITORING PROGRAM PROPOSED FOR <br />THE HUNGER CANYON MINE IN THE APRIL 18, 1983 LETTER TO THE DIVISION FROM <br />SHERIDAN ENTERPRISES. THE PROGRAM SHALL BE INITIATED THE SECOND YEAR AFTER <br />INITIAL PERMANENT REUEGETATION SEEDING OF ANY AREA AT THE HUNGER CANYON MINE. <br />Pursuant to Rule 2.07.6(2) (n) the Division has determined that no threatened <br />or endangered species of plants exist at the Munger Canyon site, based on <br />information supplies by the applicant. <br />Following acceptance by the applicant of the above stipulations, the <br />application is in compliance with the requirements of this section. <br />
