Clayton <br />FROM: Carl Mount <br />RE: Edna Strip Ftine, permit No. C-80-001, Seed Mixtures for <br />Non Top-Soiled Areas <br />As you know, Carl Mount and yourself of CMLRD met with Terry Crowner, <br />Dave Beverlin, and Brian Godtarek of Pittsburg and Midway Coal Company on <br />February 15, 1989 to discuss possible changes in their seed mixtures for <br />non-topsoiled spoil areas that they are having sane problems with in respect <br />to vegetation. Specifically, plant cover has remained sparse on the <br />non-topsoiled areas even though they have been reseeded two times with the <br />approved seed mixture. P b M's feeling is that the use of different (most <br />likely introduced) grass and forb species on these areas would improve plant <br />cover. <br />I referred them to Rule 4.15.2 - Use of Introduced Species and 4.15.6 - Field <br />Trials and pointed out section 4.4.6 of the Edna Mine permit document (a short <br />description of a study done comparing topsoiled vs. non-topsoiled area <br />revegetation). In order for the Division to consider the use of introduced <br />species on the non-topsoiled areas, P b M would have to demonstrate: <br />1. Which species were growing the best on the spoil areas that <br />they have already tried to revegetate. This would be done <br />through the use of cover data on the areas obtained this caning <br />summer; <br />2. Which species have performled best on the study plots on the <br />P & M Mine site which Terry Crowner knew about and thought he <br />could get some other data on; <br />3. Which species have performed best on other areas through a <br />literature review or other written evidence from studies done <br />on similar disturhed situations. <br />It is my opinion that, with the evidence above, the Division could consider a <br />seed mixture change through the minor revision process.
