~.
Letter to Gwen Fraser 2 October 6. 1995
The Gold Hill Mill Reclamation Permit requires that all mill tailing be
disposed of in the approved, lined tailing impoundment. As such, the
Division will require that all slimes behind the Hazel-A bulkhead be
removed to the tailing pond, and that the Hazel-A sill be cleaned down to
intact rock. The procedure for the slimes removal operation must be
described in detail in a written submittal to the Division, which must be
reviewed and approved by the Division prior to initiation of the project.
COM, Inc. must commit to notification of the Division at least 48 hours
prior to project initiation in order to allow for Division inspection
during slimes removal. The Division will require that all slimes be
removed from the Hazel-A and placed in the tailing impoundment by November
24, 1995.
Photographs taken during the microscopic examination are available for
review at Division offices, and the Division could also provide the thin
sections on loan to COM, Inc. if necessary. Any appeal of the Division's
determination must be filed in a timely manner such that slimes removal
can be completed by the established deadline in the event the appeal were
to fail.
If you have any questions, please contact me.
Sincerely,
Allen C.
