BANTA, Director <br />DATE: October 25, 1989 <br />T0: Susan Mowry <br />FROM: Jim Pendleton ~ / <br />RE: Seneca I~/West last Surveys <br />I have reviewed the four preblast surveys submitted by Seneca Coal for their <br />developing Seneca II -West mine. These surveys were prepared by Vibra-Tech, <br />consultant to Peabody Coal Company. The pre-blast surveys present <br />comprehensive descriptions of the physical condition of the structures, <br />including cracking, loose rock finish, etc. <br />I am concerned by two observation types which are conspicuously absent from <br />the reports. There are no descriptions of water supply systems (wells, water <br />lines, cisterns, etc), or of utility lines, such as natural gas, propane or <br />electric supply lines or pipelines. Water supply facilities are a very common <br />focus for blasting damage allegations. Damage to natural gas, propane or <br />electric supply lines may represent a greater hazard than actual physical <br />distress to the structures. <br />I recommend that you inquire about the absence of observations regarding these <br />two topics.
