Bond <br />The Trapper Mine had Phase I and II bond liability releases approved on 1867.5 acres in <br />1998 and 1999 (SL-O1 and SL-02). An additional 644.2 acres underwent Phase I release, <br />only (SL-01). Both bond liability releases SL-O1 and SL-02 were only releases of the <br />Phase Iand/or II reclamation liability. The performance bond amount was not lowered <br />and funds were not released. <br />The permittee's current bond liability of $18,279,000.00 is based on a reclamation cost <br />estimate of that amount prepared by the permittee in 1997 in the last permit renewal. As part <br />of the current Midterm Permit Review, the Division verified that the 1997 cost estimate <br />remains adequate (see Division's attached Comparison of Trapper's 1997 Cost Estimate in <br />Permit with DMG's Cost Estimate done in Midterm Review 2000). The bond liability <br />amount of $18,279,000.00 is sufficient to assure completion of the remaining reclamation <br />work at the site if the work had to be performed by the Division, including the cos[ of <br />reestablishing vegetation on any revegetated areas, should those areas fail. The permittee <br />currently has on deposit with the Division a corporate surety bond in the amount of <br />$18,500,000.00, an amount sufficient to cover the $18,279,000.00 bond liability. <br />PART III -REQUESTED REVISIONS OF PERMIT APPLICATION <br />Based on the current Midterm Review, the Division finds that permit application C-81-010 <br />contains the seven deficiencies described below. As a result of these findings, and to correct <br />the deficiencies, the Division requests that the permittee submit revised permit pages in a <br />Minor Revision by January 31, 2001. Most of the corrections are necessary to ensure <br />compliance with Section 2.03.3(1) which requires that all information in the permit <br />application be current. <br />1. Resolution of Permit Stipulation 16. The Division has checked the application <br />violator system (AVS) for the status of Utah violation C94-020-370-002, a violation <br />issued to an entity in Trapper's ownership/controller chain. The AVS no longer <br />shows this violation. Please advise the Division of the current status of this violation <br />as required by Stipulation 16. <br />2. Listing of surface owners appears to need updating. Trapper's mailing list of 9/99 <br />for bond release SL-02 showed the following surface owners who are not shown on <br />pages 1-15 and 1-ISa of the permit: Raftopoulos Ranches, Glenda L. Schey et al, and <br />Frank M. Shepherd. Please update pages 1-15 and 1-15a, and Map M-1, to include <br />any of these names who are surface owners. Also, please delete from those pages <br />June Pickett and Sharon L. Pickett, if they are no longer surface owners (they weren't <br />shown on the SL-02 mailing list). <br />Trapper Mine Page 6 November 6, 2000 <br />Midterm Review <br />
