STORM WATER MANAGEMENT PLAN <br />COAL BASIN POND RECLAMATION CONSTRUCTION PROJECTS <br />PREPARED AND SUBMITTED BY COLORADO DIVISION OF MINERALS AND <br />GEOLOGY <br />This Storm Water Management Plan (SWMP) is applicable to the reclamation activities <br />wntracted by the Division of Minerals and Geology taking place at sediment ponds which had <br />been covered by a NPDES permit issued to Mid-Continent Resources (permit 000000396). The <br />ponds subject to this Storm Water Management Plan are located throughout Coal Basin on both <br />public lands and private property. Only those ponds identified on the attached Table aze subject <br />to the provisions ofthis Stormwater Management Plan. Any pond or NPDES discharge point <br />which has been identified by the Water Quality Control Division being a mine water discharge <br />point aze not the responsibility of the Division of Minerals and Geology, and are specifically not <br />included in this Stormwater Management Plan. <br />It is anticipated that reclamation activities will continue through 2000. The goals of reclamation <br />construction are to minimize erosion and sediment delivery to adjacent water resources from <br />mining related disturbances. The goals are met by enhancing slope stability through earth moving <br />activities and revegetation. No mining or milling is occurring. No chemicals are utilized. <br />Temporary increases in sediment, pending vegetation establishment, are the only anticipated <br />consequences of the reclamation activities. <br />Mitigation of sediment delivery is the focus of the storm water controls described in this SWMP. <br />As reclamation is being conducted by the State of Colorado at a now inactive mine site, the <br />SWMP guidelines for inactive mines are followed here. <br />The reclamation construction projects are implemented by the Division of Minerals and Geology <br />(Division) through independent contractors. Completion of these projects is a necessary <br />component of the reclamation process being undertaken by the Division as required by the <br />Colorado Surface Coal Mining Reclamation Act. It has been determined that submittal of a <br />General Permit Application for Storm Water Discharges Associated With Mining (Permit COR- <br />040000) for the projects being accomplished by the Division in this locale is desirable. <br />The Coal Basin Mines were operated under a Mining Permit (C-81-017) issued to Mid-Continent <br />Resources by the Colorado Mined Land Reclamation Board. Subsequent to permit issuance, the <br />Colorado Mined Land Reclamation Board revoked the permit and forfeited the reclamation bond. <br />As required by the Colorado Surface Coal Mining Reclamation Act, the Division initiated <br />reclamation operations in 1995. <br />As required by the Water Quality Control Division statute and regulations, storm water runoff <br />
