You <br />have requested that I review the proposal to determine if the proposal will meet all of the <br />Division's current concerns with respect to highwall stability and reclamation. I <br />conclude that the Terracon proposal will only partially address our concerns. The <br />proposal submitted by Terracon will also need to include a geotechnical engineering <br />evaluation to demonstrate the factor of safety provided when the highwall is at its <br />maximum extent as well as when the highwall is in its final reclaimed configuration. The <br />proposal will need to quantify the extent of drilling and blasting required to reclaim the <br />highwall when it is at its maximum extent and include the cost for such activities. A cost <br />will also be needed for moving the blasted or shot rock into a final reclaimed <br />configuration. A detailed description of any anticipated blasting activity should also be <br />provided. The Division will be reviewing the proposal to verify that it adequately meets <br />the requirements of Rule 6.5 Geotechnical Stability Exhibit as well as Rule 6.4.12 <br />Reclamation Cost.
