<br />BOWIE RESOURCES LIMITED <br />Bowie No. 2 Mine <br />Mine Portal Haul Road Certification <br />The mine portal haul road traverses from old State Highway 133 to the mine bench. <br />The road climbs approximately 800 vertical feet in about 9500 lineal feet. The original <br />design of the road did not anticipate its use as the main coal haul route. A coal <br />conveyor was to be constructed from the mine bench to a truck loadout which was to be <br />located adjacent to old State Highway 133. Bowie Resources Limited decided to delay <br />construction of the coal conveyor and haul all of the coal produced from the Bowie No. <br />2 Mine down the mine portal haul road. <br />In accordance with Rule 4.03.1 (1)(d), this certification has been prepared to certify <br />mine portal haul road has been constructed as designed and in accordance with the <br />approved plan. <br />The mine portal haul road was constructed beginning in May 1997 and was completed <br />in October 1997. Compaction tests were taken and recorded by Maxim Technologies. <br />Where compaction tests failed, the fill was reworked and compacted. L. Kirt Jewkes, <br />under my supervision, was present during most of the construction. Mr. Jewkes and I <br />(J. E. Stover, P.E.) have a wide variety experience in the design and construction of <br />earth fill embankments. <br />The permitted configuration of the haul road is a 20-foot wide roadway with an earth <br />and rock safety berm on the outside slope and a drainage ditch on the inside. Haul <br />roads were to be plated with four to six inches of gravel. Technical Revision No. 1 (TR- <br />01)revised the design of the haul roads to include a 20 to 24-foot wide roadway, an <br />earth and rock safety berm or guardrail on the outside slope and a drainage ditch on <br />the inside. Haul roads are to be plated with 10 to 20-inches of gravel surfacing. The <br />main haul road from old State Highway 133 to the portal level will be paved. <br />To the best of my knowledge and belief the mine portal haul road was constructed in <br />accordance with the approved plan and meets the requirements of the Regulations of <br />the Division of Minerals and Geology. In fact, the mine portal haul road was <br />constructed to the requirements of TR-01 (not yet approved) which exceed the <br />requirements of the currently approved plan. The mine portal haul road was plated with <br />10 to 20 inches of gravel surfacing and 6-inches of hot bituminous asphalt. The paved <br />haul road has two 12-foot wide lanes and curve widening is provided on curves with a <br />radius less than 180 feet.
