Exploration drill holes, boreholes, or wells not completed in an aquifer will be sealed by replacing <br />cuttings in the hole and placing a cement p]ug in the top of the hole from ten feet down to within three <br />feet of the ground surface. The South Fan shaft was sealed in this manner in the fall of 2000. <br />If a hole is completed in an aquifer, it will be sealed by placing an approved cement or sealant in the <br />hole from the bottom to within ten feet of the ground surface, a cement plug will be placed in the <br />upper ten feet. <br />Figure 14-2 illustrates typical permanent mine seals, and Figure 14-3 depicts a typical "dry hole" <br />permanent drill hole seal. <br />V. Disposal of Debris, Acid-Forming, and Toxic-Forming Materials <br />The coal refuse material to be disposed of during mining operations is not considered combustible, <br />physically unstable, or acid-toxic forming. Chemical and physical analysis for this material is <br />contained in Figure 6-2. Refuse separated from the raw coal mined will be placed in the refuse <br />disposal azeas described in Section 2.05.3(8), Tab 13. See Section VI, below. <br />Non-coal wastes, including flammable liquids, paints, garbage, and lumber are collected by a refuse <br />removal service and disposed of in a local landfill according to applicable regulations governing such <br />waste disposal. Petroleum products such as grease, lubricants and machine oil are collected by a <br />licensed pickup service for refinery recycling. See Tab 9, page 14-28 and 14-29 of the permit <br />application document. Non-coal waste materials have largely been removed from mine facility areas in <br />association with reclamation projects during 2001 and 2002. <br />VI. Coal Mine Waste and Non-Coal Processing Waste <br />Information on coal processing waste and coal processing waste embankments can be found in Section <br />2.05.3(8), Tab13, of Volume 3 ofthe application. <br />Three permitted refuse piles, CRDA-1, CRDA-2, and RSRDA, have been constructed to the <br />specifications outlined in Tab 13 text, and in Appendices 13-4, 13,5 and 13-6 of the permit. See <br />Exhibits 4, 5, 9A, 9B, I8, 51, 52, 53 and 55, for further information. Reclamation of the refuse <br />disposal azeas is addressed in various sections of Tab 14, Volume 5, of the permit application, and <br />reclamation specifications aze depicted on Exhibits 6C, 9C, 26, and 18. <br />During mine operations, raw coal was processed at the preparation plant that was located within the <br />Roadside South facilities area, and clean coal was conveyed to a unit train loadout facility on the <br />opposite side of the river, approximately a mile to the north. The reject material was transported by <br />truck to the disposal sites in Coal Canyon (or the RSRDA pile prior to 1981). CRDA-2 has been fully <br />reclaimed, and CRDA-1 has been reclaimed with the exception of a segment of temporary road up the <br />side of the pile that has been left open to allow for disposal of coaly material during the course of <br />reclamation operations. The slopes of the RSRDA have been reclaimed, but the flat top of the pile <br />that was approved as an equipment storage azea during operations is scheduled to be reclaimed in <br />conjunction with final reclamation of adjacent South Portal facility azeas. <br />38 <br />
