Introduction <br />This document is the decision package prepared by the Colorado Division of Minerals and Geology (the <br />Division) for the Roadside North and South Portal Mines, Permit Renewal No. 4 (RN-04). This document <br />includes: 1) the proposed decision to approve with stipulations the permit renewal application; 2) a summary <br />which includes a history of the review of the permit application, a description of the environment affected by <br />the operation and a description of the mining and reclamation plan; and 3) the written findings of compliance <br />the Division has made as required by the Colorado Surface Coal Mining Reclamation Act. Detailed <br />information concerning the fmdings of compliance can be found in the Regulations of the Colorado Mined <br />Land Reclamation Boazd for Coal Mining. <br />The Division has received an application for a permit renewal to conduct surface coal mining and reclamation <br />operations at the Roadside North and South Portal Mines. The application was submitted by Snowcap Coal <br />Company, Inc. (SCC), the operator and permittee. The mines are located on federal and private lands within <br />Mesa County, Colorado, and the legal description of the lands included within the permit azea is: <br />Township 10 South, Range 98 West, 6th Principal Meridian: All or portions of Sections 20, 21, 22, 23, <br />26, 27, 28, 29, 34, and 35. <br />Township 11 South, Range 97 West, 6th Principal Meridian: Sections 6, 7, and portions of Section 18. <br />Township 11 South, Range 98 West, 6th Principal Meridian: Sections 1, 12, 13, and 14; and portions of <br />Sections 2 and 11. <br />Township 1 South, Range 2 East, Ute Principal Meridian: Portions of Section 1. <br />This fmdings document updates and replaces the previous fmdings document, associated with Pernrit Renewal <br />No. 3, dated February 10, 2000. Certain details specific to that renewal and information regazding historical <br />permitting actions addressed in that document have been omitted from this document, and the reader is referred <br />to the previous findings if additional detail is desired. <br />
