Richard D. Lamm
Governor
DEPARTMENT OF NATURAL RESOURCES
David H. Gelches, Executive Director
MINED LAND RECLAMATION DI\
DAVID C. SHELTON, Director
DATE: April 24, 1984
T0: Dan Mathews ~\ ~
FROM: Jim Pendleton \1 ~/~-~--~-.~q
RE: Crystal Mea s Co rocessing Waste Structure
Pursuant to your request, Bob Liddle, Phil Saletta and I visited the site of
the Hawk's Nest Mine's Crystal Meadows coal processing waste disposal pile.
The coal processing waste pile is located immediately southwest of the
confluence of the North Fork of the Gunnison River and Muddy Creek, just below
Paonia dam.
Our site visitation confirmed the observations you made in your April 11, 1984
site inspection report. Burnett Construction has redisturbed the site, in
order to create a storage and processing area for gravel. The gravels are
extracted from a Colorado Department of Highways pit south of the Crystal
Meadows waste pile site. It is Burnett Construction's intention to crush
these gravels for use in nearby Colorado Department of Highways and Federal
Highway Department construction projects, during this summer. As you
observed, Burnett Construction has removed the topsoil covering approximately
the northern 1/3 of the original waste pile.
In additions to the observations you made, we observed that at least one of
the ground water monitoring wells at the site had been destroyed or covered.
It appears that the riprap adjoining the North Fork Channel had been covered
with topsoil and subsoil material. Further, the material pushed into the
channel appeared to be largely comprised of snow (approximately 9G%). In my
opinion addition disturbance to remove this material from the channel would
not be warranted. Finally, a ditch bordering the northern boundary of the
original waste pile had been filled with a coarse gravel imported by Burnett
Construction.
It will be important to properly re-reclaim the site upon completion of the
temporary gravel processing project.
/th
cc: Fred Banta
Ed Bischoff
Doc.
