Pikeview Quarry Environmental Assessment Page 2 ' <br />1.2 NEPA Requirements ' <br />This proposal involves a Federal action that could affect the quality of the environment , <br />on public lands administered by the USDA Forest Service, and thus requires compliance <br />with the National Environmental Policy Act (NEPA) [PL90-190; 42 U.S.C. § 4331 et. se.;.]. <br />The NEPA. process requires that complete environmental information be made available t.o ' <br />Federal, state and local agencies, organizations, and individuals that may be interested in or <br />affected by the Proposed Action. Opportunities to review this information and submit <br />comments must be provided before decisions aze made or actions are taken on public lands. , <br />Under the regulations of the Council on Environmental Quality (CEQ) for <br />implementation of NEPA, an Environmental Assessment (EA) should be prepazed to , <br />deterniine whether a proposed action may cause significant envvonmental impacts (40 CFR <br />1500). Tht^ EA provides the Forest Service with documentation of an environmental <br />analysis for determining if a proposed action should be approved under a Finding of No ' <br />Significant Impact or if an Environmental Impact Statement (EIS) is needed to address <br />potentially significant impacts. <br /> 1 <br />The purpose of this EA is to disclose the environmental consequences of <br />implementing the Proposed Action and alternatives to that action. This EA has been <br />prepazed to meet the requirements of NEPA, the CEQ guidelines, and the applicable Forest , <br />Service regulations. The Forest Service decision will be documented in a decision notice. <br />1.3 The Proposed Action ' <br />Castle Concrete has submitted an Application for Permit Amendmentz to the Colorado <br />Division of Minerals and Geology and a Special Use Application to the Pike National Forest , <br />for the Pikeview Quarry proposing to lay back the top cut of the quarry approximately 600 <br />feet to improve the stability of the steep slopes and to facilitate the reclamation of the area <br />disturbed from mineral extraction for the last 100 years. The Permit Amendment also ' <br />includes mining and reclamation in the currently permitted azea which will not be discussed <br />in detail as it goes beyond the scope of this assessment. ' <br />The top of the cut of the Pikeview Quarry is currently at the National Forest Boundary <br />and any additional work would be on National Forest System lands. This proposal would <br />involve approximately 26 acres of public lands (see Figures 1.3 and 1.4).
