Pikeview Quarry Environmental Assessment Page 32
Canton monoxide and particulate matter ate two out of six principal pollutants, or ,
criteria pollutants. Areas which violate the NAAQS for one or more of the six criteria
pollutants[ t are classified by EPA as non-attainment azeas. The Pikeview Quarry is located ,
in El Paso County, and in Colorado Springs. According to the most recent USA Air Qu~dity
Non-attainment Areas list (June, 2000), El Paso County (which includes the city of
Colorado ;springs) is neither included in the Non-Attainment Area for cazbon monoxide nor '
in the Norl-Attainment Area for particulate matter.
Aca~rding to the EPA National Emission Trends (NET) databaselZ which includes '
pollutants' levels at county monitoring stations, particulate matter and carbon monoxide in
El Paso County are currently below the NAAQS. Given the proximity of the Pikeview
Quarry to the city of Colorado Springs where the air quality monitoring stations are located, ,
pollution levels at the monitoring site can be considered representative of the proposed
project site.
1
The impacts from respirable particulate matter (PMto) or fugitive dust from
construction activities and wind erosion from disturbed areas is minimized at the Pikeview
Quarry through the application of water on the access roads. ,
3.2.6 Naise '
Noise is defined as sound that is loud, disagreeable or unwanted. Besides being a
nuisance, it can, under some circumstances, create health and safety hazards. For example,
long-term exposure to high levels of construction or traffic noise can be damaging to
unprotected individuals. Increasingly, there is an aesthetic component to the concern about
noise, especially in rural or recreational settings. Noise can also have detrimental effects on
the presence or movements of wildlife species. ,
Noise in the proposed project azea comes primarily from the existing mining activities
in the Pikeview Quarry and traffic leaving and entering the quarry. The main roads used by ,
the Pikeview Quarry trucks include Allegheny Drive and Centennial Boulevard.
The noise associated with the quarry activities includes on site traffic noise, and noise ,
from mining (including loading, drilling and blasting), screening and crushing. Under
current milting operation, blasting occurs once a week, on average, over one years' time.
Screening and crushing occur in two processing plants located inside the mine boundaries.
The test results presented in table 3.4 illustrate the range of noise levels at the
Pikeview Quarry. ,

I 1 The six criteria pollutants are: Carbon monoxide, Nitrogen dioxide, Ozone, Lead, Particulate matter, and Sulfur dioxide.
