I <br />wholeheartedly concur that Oxbows outstanding work towards high quality reclamation, as <br />well as the willingness demonstrated by you and your staff to work with DMG to accomplish <br />the task deserves recognition. As further commemoration of your award, please find <br />enclosed a photograph of Walter Wright and Paul Fritzler receiving the award from <br />Governor Romer. <br />The Sanborn Creek Mine, with its mix of pre- and post-law disturbance, poses considerable <br />challenges as you operate the mine and work to maintain compliance at all times. We <br />appreciate the fact that the mine personnel work diligently to monitor and maintain the site <br />and project areas so that compliance problems do not occur. The mine staff also <br />communicate frequently with the Division as plans change or as potential problems are <br />anticipated. <br />Additionally, the 1996 reclamation which you conducted at the Lower Hubbard Creek and <br />Bear Creek portal locations involved steep slopes and difficult working conditions near <br />active streams. The extra efforts undertaken to blend the topography and implement special <br />seeding and revegetation techniques truly demonstrate a commitment to good reclamation. <br />
